A new study says youth incarceration in Mississippi is continuing to decline, falling 28% in 2011. Jody Owens, director of the Mississippi office for the Southern Poverty Law Center, says the decline is due to a growing realization of better alternatives to detention, alternatives that he says produce better outcomes AND are less costly. Owens says housing a youth in a detention center can cost as much as $150 to $200 a day. The cost of house arrest, on the other hand, is $5-$10 a day. He spoke with our Evelina Burnett.
