    With the Mississippi Legislature beginning a new session today, Senator Gloria Williamson of Philadelphia says she is concerned about health care and insurance. She says she wants to address the state's nursing shortage and she says civil justice reform has not resulted in lower insurance rates in Mississippi. She says she will propose legislation similar to a bill that has worked in California to hold down insurance rates. (0:46)
