House Juvenile Justice
Committee says he is
preparing legislation
to create a new state
department of Juvenile
Justice. Flaggs says
the U.S. Justice Department
is determined to take
the state to court over
the problems at the
state juvenile training
schools and he wants
to show the federal
government the state
is ready to correct
problems at the facilities
with allegations of
civil rights abuses.

says the juvenile schools
should be closed because
they have outlived their
usefulness and most
of the juveniles sent
there are in custody
for status violations
